Not necessarilly. The Announcements were on topics relating to Wireless
Internet "Carriers".
Saying Telco Wireless Cell Phone Carriers would not have to follow Telco
Rules, so they could better compete against other ISPs, such as small WISPs
and Cable Companies.
Remember Support for "Wireless" now means support for the Biggest Wireless
License Holders in the country, Verizon, AT&T, Sprint.

Depending on your perspective of what "unregulated" means, here is a
quote from IPTelephony.org regarding a vote at the FCC which I would
assume is good news for us. At least it could mean we will not get any
more new regulation for a while:
Despite a split in opinion over net neutrality regulations, the body
unanimously voted to keep wireless broadband unregulatd, which means the
providers will be exempt from economic regulations, filing rates with the
FCC, providing wholesale network access to competitors, and contributing
to the USF.
