I think it's going to vary by state Matt. I have yet to see any publicly available source on a nationwide basis, although the form 477 database would work nicely for that. That data is pretty poor. Matt, Current;ly the definition the senate was looking at defined underserved as financially disabled. Financial info should likely be available online via government census sites, because its not just something specific to broadband. As far as unserved, thats their point of a mapping effort.
