He.net routinely has peering issues and other problems. They are the bargain basement for a reason. You can get Inet for $1-2 a meg pretty easily. I hesitate to compare them to Cogent. I have found HE.net to be one of the better organizations out there. Take a peek @ their peering map - they also run one of the better IPv6 tunnels out there. Why do you say they have peering issues?
