I have not noticed this so far, but to be sure, can you tell me where
specifically you are seeing them in the DHCP_REQ state so I can search for
them.

We have not seen this problem. We are running Aruba APs and my Nexus 5 has been 
working without problem with EAP-PEAP-MSCHAPv2
