I'm trying to create a local security group, and not having much luck. I currently have a couple of CA's, one defining the property for the location of net.exe, then one to invoke the call:

I'm thinking it has to do something with elevation, however looking at the table directly, the CA for PowerMonitorUsersGroupCreate is type 3137, which is setting the msidbCustomActionTypeNoImpersonate bit.
