I don't think there is going to be a built in way of doing that, as it isn't a typical constraint for an installer. One should be using version information or hash validation (Windows Installer does this for you) to determine if the file needs to be updated. All Files should have version numbers regardless of who built them. There is NO FUNCTION IN WIX TO CHECK FILESIZE, as we've stated before...
