I was able to reproduce it, it's broken with SwitchPanelImages = None
set. Can you check with this added to
${GNUSTEP_USER_ROOT}/Defaults/WindowMaker
(I have build from latest from next)

Indeed, it's reproducible on master too with this option in the config. So
it must be some earlier change then.
