Hi, The New Zealand Government has a checklist for its web guidelines (which include accessibility). Not all of the checkpoints will be relevant to non-government sites, but they may be a useful starting point, and are in reasonably plain english. I don't know if this is plain english. The W3C has a check list for WCAG. http://www.w3.org/TR/WCAG10/full-checklist.html They also publish a set of quicktips. These are very plain english. They can come on a card.
