Hi Rick, the settings options "Settings->General->Monitor off at startup" and "Monitor returns to last used frequency" control the behaviour at startup. Switching configurations is exactly equivalent to starting up the application when the destination configuration is the last used configuration. The "Log QSO" window is not modal, that is necessary because you may want to complete the QSO using the main window before completing the logging operation.
