It was known in advance, but not exactly intentional (such as to avoid bugs, or something). When I was updating pre-reqs for Tuesday's pre-req rebuild, GEF didn't have an RC3 yet. I was under the impression it had not changed at all from RC2, but ... doing a diff on them now, does seem like draw2d might have had a change ... my guess is just some copyright statement :) But, by all means, use the RC3 version if you are installing from zips.
