ipipe-arm64 5.4 update

Hi,
   For anyone waiting on the 5.4 port of the arm64 ipipe, it 's almost
complete.  I'm pushing a new branch ipipe/5.4.y shortly.  I'll be testing
with Xenomai this weekend and will push a patch set once everything passes.

Anyone waiting on arm 32-bit 5.4, that will be started shortly and I'm
hoping to complete it over the holidays.
