To be clear, you're talking about this XSD extension datatype?

Technically, this document specifies an extension to XSD 1.1 while libxml2 
only supports version 1.0. But since it's just a new datatype, it should work 
with the old version as well.

Me personally, no. But libxml2 is an open-source project, and in principle we 
accept contributions from everyone. Things can move a bit slow due to a lack 
of maintainers, though.

[xml] precisionDecimal support

Hello libxml2 community,

Would be open in accepting a contribution from Bloomberg that will add
support for precisionDecimal in libxml2?
Our finance teams are currently asking for this new feature, but we cannot
provide it yet. This is mainly because we use libxml2 for
parsing/validating xml which currently does not support precisionDecimal.

Is this something that you would be interested in?
