Can you send your Xorg log? Can you attach your xorg.conf? This is the
expected way I'd do it:
Section "InputClass"
Identifier "Keyboard Settings"
MatchIsKeyboard "yes"
Option "XkbLayout" "dvorak"
Option "XkbModel" "macbook79"
