On my system that file is provided by openmotif. Get it from
http://www.motifzone.org/

Maybe you could try to run your own installation in a virtual machine, where 
you would have full root control?

None. Xm is the Motif toolkit. Try either the original Motif or openmotif 
(http://www.openmotif.org).
