This is the current server behaviour, the spec was wrong.
Note that this section needs rearranging, ownership is described a bit
out-of-order and possibly hard to understand if you don't already know what
it is. Will do that in a later patch.
I don't have any issues with this. I believe this came up way back, and
Daniel fought to have it as it is currently written in the protocol. I
suggest waiting for his comments before merging.
