I have upgraded from Xubuntu 12.04, there is no pavucontrol in my panel.
When I click on "Add New Items" I cannot find pavucontrol or "volume
control" or similar.

Make sure it's installed then. Package is actually called pavucontrol,
should be available to add to panel now.

Then check in Add Items again.

The audio control is actually in the plugin indicator addon.  You might
need to remove the current one on your panel and add it again to get all
the indicators in it

I have ho pavucontrol (or audio controller) icon in my addon indicator 
bar. For adjusting volume (up and down) I use keyboard combination in my 
latop and it works properly. When I need to control something more 
detail, I'll use alsamixer or pavucontrol from terminal. Quite 
convenience for my daily activity.

ii  pavucontrol 3.0-3build1 
   amd64PulseAudio Volume Control

You gain access through the Sound menu.

In Indicator, check properties and make sure the sound menu is NOT hidden.

Yes, I can see "Indicator" in panel's "Add New Items", but when I select
"add", it is not placed in the panel.

You probably already have indicator running (it is a default panel
item). And, you are only allowed one indicator (since more than one
would be unnecessary and kinda crazy).

In xubuntu's default install, there are two panels (one at top and
another on the bottom). The indicator is usually on the top panel.

And, you have access to all your panel settings from the Settings
Manager|Panel item. My guess is that you have another panel running that
you may not see.

I really have only one panel and yes, indeed, there were several indicator
plugins running. I have removed them all, and installed a new one, but
still there is none visible in the panel.

But I found a workaround: I added a new launcher in the panel which starts
pavucontrol.
