Public bug reported: Nova API removed onSharedStorage parameter after v2.14, but we still have many users use API under v2.14. There are two reasons for this problem: (1) Before XS7.0, it supports VM live migration without setting vif_ref and network_ref explicitly if the destination host has same network, but since XS7.0, it doesn't support this way, we must give vif_ref and network_ref mapping. Also, we will handle the case where the destination host is running older code that doesn't have this new src_vif_ref mapping, like live migrating from an Ocata compute node to a Newton compute node. The method is supposed to return a new Transaction object. Each API object is capable of store one nested transaction which is returned by context manager in case some transaction already exists. As there are no projects in OpenStack that use inheritance directly from API abstract class, it's safe to make this new create_transaction() abstract method. Only projects that currenlty use ovsdb API are networking-ovn, dragonflow and networking-l2gw. OVN and Dragonflow use only IDL implementation and L2GW copies the code of API abstract class.
