[Yahoo-eng-team] [Bug 2059829] [NEW] Install and configure (Ubuntu) in glance

While editing /etc/glance/glance-api.conf file 
oslo_limit.endpoint_id 
should be taken dynamically from "Create the Image service API endpoints" step. 
Otherwise, it will throw an error "openstack.exceptions.ResourceNotFound: No 
Endpoint found for 340be3625e9b4239a6415d034e98aace: Client Error for URL"
