Bug description:
  
  The VFS documentation for file-injection states that:
"Append @content to the end of the file identified
  by @path, creating the file if it does not already
  exist"

  https://github.com/openstack/nova/blob/master/nova/virt/disk/vfs/api.py#L85

  This wording is ambiguous as to whether non-existent parent
  directories will be created by file-injection.

  
  Say that one tries to inject a file to "/nonexistent/foo"

  - guestfs creates the directory "/nonexistent", and injects.
  - localfs fails with a "no such file" error.
