Title:
keystone was referencing nova's unit tests README

Status in OpenStack Identity (Keystone):
  Invalid

Bug description:
  Keystone's HACKING.rst referenced nova:

237 For more information on creating unit tests and utilizing the testing
238 infrastructure in OpenStack Nova, please read nova/testing/README.rst.

Either keystone should have its own docs in creating unit tests or
this should be moved into a common place that all projects can use.

See comments in patchset 1 of https://review.openstack.org/#/c/55900
