Horizon fails to create a database instance when tenant has two or
more networks.

Bug description:
The scenario is where the user can use two or more networks.
There is no field to specify the network for the new instance through Horizon
and trove does not pick one by default.
In this case, the instance creation will fail and show no clue to the
user, making impossible to create a database instance through Horizon.
