now.

  You must give at least one requirement to install (see pip help install)

  Workaround: downgrade pip to 6.0.8 and install argparse using pip (pip
  install argparse).

  A better fix is maybe to make argparse optional in keystone
  requirements? It's now possible to add environment markers to
  dependencies. Example:

  futures; python_version  '2.7'
