Public bug reported: After installing all the components of openstack, I entered into the portal with admin credentials. Initially I required to create a project for a tenant, So I tried to create a project it throws an error "Danger Unable to create a project".
Then I created a new user, after that I created a project, it is created. It is expecting that at-least one normal user should be found. Due to this I want to experiment more, I deleted all the normal user and projects then I created a project, now It is created. working fine. Bug: Initially it expects at-least one user should be created before the project.
