I don't understand what the bug is. An error VM counts against quota. Once you delete it it cleans up. I try to create an instance that needs 8192MB RAM and 4VCPUs (m1.large). The instance creations fails with an error status. Meanwhile the overview page shows instance, VCPUs and RAM summary details.(This should ideally be empty as the instance creation was unsuccessful).
