Bug description:
  When building the latest cloud-init package, lintian reports:

  W: cloud-init: package-installs-into-obsolete-dir etc/bash_completion.d/ : 
^etc/bash_completion.d/ -> usr/share/bash-completion/completions Ensure new 
filename matches stricter requirements (see https://bugs.debian.org/776954 and 
https://bugs.debian.org/814599)
  W: cloud-init: package-installs-into-obsolete-dir 
etc/bash_completion.d/cloud-init : ^etc/bash_completion.d/ -> 
usr/share/bash-completion/completions Ensure new filename matches stricter 
requirements (see https://bugs.debian.org/776954 and 
https://bugs.debian.org/814599)

  (These paths are determined in setup.py, so this isn't a trivial fix
  in the packaging; hence the bug.)
