Attach a patch to add failure validity interval for container relaunch.

If we unify AM restart and container restart, it seems we need modify proto for 
*ApplicationSubmissionContextProto*: move *maxAppAttempts* and 
*attempt_failures_validity_interval* to *ContainerRetryContextProto* which is 
inside *ContainerLaunchContextProto*. And we need to specify AM container retry 
context. They will be incompatible change. Will it be a problem?

Issue mentioned in point 1) and 2) are mostly observed when cached data is 
used. With YARN-4514's locationType change (to hash), this issue will not 
happen.

ember adapter query is failing and its been logged as 502. Since we are

Yes. This is fixed. I have made use of empty array now. Also tested various
