Yes, LeafQueue#allocateFromReservedContainer has to happen only when there is a 
Single Candidate NodeSet (irrespective of Single / Multi Node Placement). Else, 
this causes issue when CapacityScheduler#allocateOrReserveNewContainers passes 
CandidateNodeSet (Multiple Nodes). There is no new allocation / reservation 
happens instead LeafQueue#allocateFromReservedContainer repeats only allocation 
of Reserved Containers.

CapacityScheduler#allocateFromReservedContainer passes 
SimpleCandidateNodeSet<>(node) correctly irrespective of Single or Multi Node 
Placement.  LeafQueue#allocateFromReservedContainer has to check if 
CandidateNodeSet size is 1 and only then perform allocation of reserved 
containers.

Have a patch which fixes the Repro. WIll test it thoroughly and submit.

In addition to the above.. 

I think the issue exists in the *LeafQueue#allocateFromReservedContainer* .. We 
do try the container allocation from first node we get iterating through all 
the candidate set.
Change to previous logic. 

 Issue -. container gets unreserved on node1. then again we reserve on node 1 
during allocation .. The nodes in the last in list with reserved containers  
might never get a chance to do allocation./ unreservation.

This impacts performance of multiNodelookup too. AsyncSchedulerThread give a 
fair change to each node to do unreserve/allocate from reserved container.
Attempt allocation if reserved container exists with a single candidate nodeset.

We found in our cluster, a queue was erroneously stopped. Then queue is 
internally in DRAINING state. It cannot be moved back to RUNNING state until 
the queue is finished draining. For queues with large workloads, this can block 
other apps from submitting to this queue for a long time.

You are right,  {{await()}} seems to be easier and more stable alternative for 
{{waitForThreadToWait}}.
I have uploaded new patches with the changes.

For 3.x, the UT seems to be stable without intermittent failures.

For 2.10, I see that the UT became more stable, but eventually it fails with a 
new error. I will create a new Jira to address that failure since it is 
different from the original failures that triggered this very Jira.

I think we have few issue in the RegularContainerAllocator#allocate 

 #   Only when the preCheckForNodeCandidateSet check  fails for 
*appInfo.precheckNode* we should be continuing the iteration over next set of 
nodes.

 #  All other cases return preCheckForNodeCandidateSet(..)
 #  if we have reserved container and for scheduler key the pending

RegularContainerAllocator does unreserve on a node in order to replace reserved 
application and place 
it on another node with available space for certain cases but does not happen 
for the above scenario
causing rejection of proposal by YARN-8127.
