I had one query over here wrt milliVcoresUsed calculation

 int milliVcoresUsed = (int) (cpuUsageTotalCoresPercentage * 1000
* maxVCoresAllottedForContainers /nodeCpuPercentageForYARN);
{code}
*maxVCoresAllottedForContainers* is calculated from 
*NodeManagerHardwareUtils.getVCores* -> *NodeManagerHardwareUtils.getVCores*  
gets physical cores from *NodeManagerHardwareUtils.getContainersCPUs* and here 
we are returning 
{code}
int numProcessors = getNodeCPUs(plugin, conf);
int nodeCpuPercentage = getNodeCpuPercentage(conf);
return (nodeCpuPercentage * numProcessors) / 100.0f;
{code}
so effectively milliVcoresUsed cancelling nodeCpuPercentage which was earlier 
evaluated, Please correct if my understanding is wrong.

Given that ResourceCalculatorProcessTree was @Private, I was okay with 
including an abstract method. As [~hitesh] points on YARN-3296, I understand 
why we would want to make it @Public. Let us continue the conversation there.

Those changes look good for me.
For a sample when i run stress -c 3 using distributed shell on a 4 core machine 
and 8 vcores configured. This would mean 3 cores would be consumed which would 
map to  6 vcores. Thus PCpu would be approx 300% (similar to top) and 
MilliVcoresUsed would be  approx 6000 which is what we see below on the actual 
metrics on the NodeManager

On a 4 proc machine the parent process 1778 has 3 sub processes (1779, 1780, 
1781) each eating up 1 core. Thus ProcfsBasedProcessTree returns close to 25 %
