A couple comments:

# Should this feature be on by default (when strict mode is on)?  Seems to me 
the default should be not to limit the consumption of an individual container 
in strict mode.  Maybe the default should be max int? Or maybe make it -1, and 
have -1 mean disabled?
# In {{CGroupsCpuResourceHandlerImpl}}, there's no need to initialize 
{{maxResourceUsagePercentInStrictMode}} to 2.0.
# I give everyone a hard time about user-facing docs.  The message for 
{{yarn-default.xml}} could be a bit clearer.  What about something like, "This 
property configuration sets the maximum amount of CPU resources that can be 
consumed by a single container when 
yarn.nodemanager.linux-container-executor.cgroups.strict-resource-usage is set 
to true, as a multiple of the number of vcores assigned to the container. The 
default value is 2.0, which means that each container will be prevented from 
consuming more than 2.0 times the number of vcores assigned to it when strict 
usage mode is enabled."

Thank you for the patch [~lolee_k],
DEFAULT_NM_LINUX_CONTAINER_CGROUPS_MAX_RESOURCE_USAGE_PERCENT should be 1.0 by 
default I think not to break backward compatibility and issues are easier to 
debug in a default cluster.
Please fix the outstanding checkstyle issues.
Just a note on the overall design. I think the patch does it correctly, it 
allows a higher limit to be set in case of strict mode, not affecting 
non-strict mode. In a future jira we may consider mixing the two, allowing 
weights to be set with a strict limit. However, that would be a breaking 
change, since strict and non-strict mode are not distinct anymore.

My opinion is that the distinction between strict and non-strict mode should 
be, whether cpu.cfs_quota_us or cpu.shares is used. My view of non-strict mode 
is that there are no upper limits and the scheduler shares the CPU resources 
based on the shares specified.

[~lolee_k], CGROUP_CPU_PERIOD_US should never be set in non-strict mode. In 
strict mode, you could restrict to more than the vcores defaulting to 100%.

We need to maintain backward compatibility. Strict resource usage classically 
means that the limit is enforced by cpu quota instead of cpu shares. That is, 
your change should follow this rule as well. I would suggest to set your 
percentage to 100% by default and apply it in all cases, when strict is set but 
only, if strict is set.
Also, CgroupsLCEResourcesHandler.java is deprecated. Please add your change to 
CGroupsCpuResourceHandlerImpl as well.

I think it's different from 
[YARN-5936|https://issues.apache.org/jira/browse/YARN-5936]. YARN-5936 talked 
about the fairness of cpu-scheduling between containers. In my cluster, this 
works well because of the same cpu.shares. The same cpu.shares assures the 
lower limit of cpu-usage between containers. What I saying is the upper limit 
of cpu-usage for a container. It's unreasonable a container with few vcores 
take too much cpu from cluster than promised but using 
yarn.nodemanager.resource.percentage-physical-cpu-limit is inflexible.

This may be confused, the

container. So a container with few vcores will use much cpu more than promised,
