Currently operations like converting a leaf queue to parent queue requires
multiple operations to be performed - 1. STOP leaf queue 2. Add a child queue
and START queue.
Batch API in Scheduler Configuration Mutation accepts multiple operations and
performs CS Config change with ensuring the atomicity.
