George Creation of Panchayat Raj is perhaps the best transformation in democratic India to realize the participation of ordinary people in power sharing. Amendment of Article 73 of the Constitution was envisioned as the best among decentralization polity in democracy. Theoretically Panchayat Raj would mean the power distribution from a stringent centralized set-up to a decentralized one, gazed with radical change both at the level of delivery of goods and in the social composition. After the new generation of Panchayats have started functioning several issues have come to the fore, which have a bearing on human rights. The important factor, which has contributed to the Dalit situation vis-à-vis the Panchayat system, is the nature of Indian society, which of course determines the nature of the state. The Indian society is known for its inequality, social hierarchy and the rich and poor divide. The social hierarchy is the result of the caste system, which is unique to India. Therefore caste and class are the two factors, which deserve attention in this context. At another level it is essential to look into the question: who are the victims of the social system and nature of the state? They are women, the Dalits, Adivasis and the poor. How can the process of decentralization through strengthening the democratically elected local bodies tackle these issues along with defining rural development in compressed way? Whether the decentralization process and the decentralized institutions increase human rights violations or enhance the possibility for respecting and observing human rights? Empowerment of a different kind! In Chhattisgarh there has been a sharp increase in violent manifestations of casteism ever since the local government system began its functioning. When the Panchayat Raj institutions have been seen by the upper castes as the tool for the lower castes to assert their right as individuals living in a democratic polity the latter have become targets of caste based discrimination and violence. This rising unrest at the local level has become a common phenomenon. Aghru Suryavanshi, a Dalit is not in his village Goud for the past one year. His major crime is that he had defeated his rival Ballu Singh Thakur on a general seat during the last Panchayat election, which drew wrath of the upper caste. Goud is a Panchayat in Janjgir district of Chhattisgarh. Dalits in this village have long-standing story of caste assault and aggression to tell. In the Panchayat elections of January 2000, Mithailal Lahare was elected as the Sarpanch under the reservation quota. The dominant upper caste people, who disliked his stay in the office, dismissed him after a no-confidence motion. This is yet another classical example of harassment and humiliation of Dalits in achieving their political rights under social compulsion. He stayed in the office for about 2 years after which the power automatically came back into the hands of the non-Dalits who could better manipulate the village politics. Even after duly getting elected, the Dalits are not getting the power and status they deserve. No confidence motion is the best way invented by the upper caste to takeover from the Dalits, says Awadh Nawrang Sarpanch of Nangaridih Panchayat in Janjgir. Devkuwar Sarith Sarpanch of Bada Darha Panchayat expressed her ambiguity saying, untouchabilty practises are touching unpredictable magnitudes and there is an unvarying threat from the upper caste segment to bring in no-confidence and overthrow me. Women face it the worst. How will I work freely under this circumstance? In the last one-year there were 34 cases of no-confidence motions in Dalit Panchayats. Reservation being the modus by which Dalits could get into power sharing is seen as a means of disgrace by the upper caste segment thereby instigating a lobby to dismantle all reservations. What has happened in the last few decades is a gradual, sensible and rationale growth in the level of awareness among the Dalits. Questions relating to caste issue have been challenged that intimidates the very existence of the caste politics within the Panchayat Raj itself. In recent time these question were more related to the aspects like delivery systems, mid-day meal, etc. Scores of such cases frequently occupy space in the media. Mounting Caste Violence Violent attacks on Dalit bastis have been reported at many places in the state. In the background of these cases, in some way or other, is the power equation in the Panchayat. In 2004 there was an attack on Dalits in Gumka of Durg district by the upper caste segment. According to a report by Dalit Study Circle, the setting

In todays context it is not mere communalism of polity, rather it is the fascism of state under the Hindutva brigade is what is ongoing in India. Hence as an activist working with Dalits, and also associated with some of the Adivasi movements, I would like to emphasis some of the major threats faced by the Dalits and Adivasis or Indigenous people. Theology of Dominance Before getting into a detailed discussion, let us understand what fascism is all about. Fascism is a terrible political domination capable of infringing any eligible rights of all communities to unpredictable magnitude. Historically it took different shapes and forms, depending upon the particular social order. Although was coined as a political ideology in 1919 with the Italian dictator Benito Mussolini, it has much older roots in India and other parts of world. Fascism is a form of extreme right-wing ideology that celebrates the nation or the race as an organic community transcending all other loyalties. It emphasizes a myth of national or racial or puritan rebirth after a period of decline or destruction. To this end, fascism calls for a "spiritual revolution" against signs of moral decay such as individualism and materialism, and seeks to purge "alien" forces and groups that threaten the organic community. Fascism tends to celebrate masculinity, youth, mystical unity, and the regenerative power of violence. Often, but not always, it promotes racial superiority doctrines, ethnic persecution, imperialist expansion, and genocide. At the same time, fascists may embrace a form of internationalism based on either racial or ideological solidarity across national boundaries. Usually fascism espouses open male supremacy, though sometimes it may also promote female solidarity and new opportunities for women of the privileged nation or race. Fascism's approach to politics is both populist in that it seeks to activate "the people" as a whole against perceived oppressors or enemies and elitist in that it treats the people's will as embodied in a select group, or often one supreme leader, from whom authority proceeds downward. Fascism seeks to organize a cadre-led mass movement in a drive to seize state power. It seeks to forcibly subordinate all spheres of society to its ideological vision of organic community, usually through a totalitarian state. Both as a movement and a regime, fascism uses mass organizations as a system of integration and control, and uses organized violence to suppress opposition, although the scale of violence varies widely. Historical Strings in Indian Perspective In our context it could be widely observed in caste domination and feudal relationship. The denial of Eklavya of his right to education and his subsequent assault; the assassination of Asur king Ravana; the deceitful murder of Bali and Sambhug, are only some impulses of this trend of domination over indigenous people. Further these communities were addressed as Rakshashas, barbarian, wild, uncivilised, etc. Both Vedic and Sanskrit texts have justified the invasion and exploitation of Aryans and explicitly support the superiority of Aryan race and Vedic philosophy to the extent that their fate of being in the lower social strata is god given. The present phase of fascism is a more organised and systematic attempt to continue the caste-class legacy. It started with the emergence of Hindu Chauvinism and Cultural Nationalism under the leadership of RSS led camp. This camp learnt various things from different sectors. They learnt the skills in organising and mobilising from Communist parties, mastered the management techniques from Churches & Christian institutions, the one-man dictator model of Adolph Hitler and the also the methods of maintaining private militia. In nutshell, the wholesome exercise was to sustain and strengthen the same old ideology of purity of the three upper varnas and Shudras and Panchamas as impure and pollutants. A twin strategy of dictating the Dalits and non-Hindu communities is the present form of communal fascism in India. Current mode of communal polity coupled with sustained casteism apparently speaks

Dear Friends, As far as I know, reservations discount merit only at the input side and never at output side. This is true in education and employment and as we know there are no reservations in enterprise. I am not aware of dalits being allowed to pass graduation/post-graduation exams with lower marks, being allowed to perform their jobs less diligently and markets are totally unforgiving of poor performing dalit entrepreneurs and professionals anyway. In this context, I we should not let the hypocritical slogans of reservations destroying merit and hence India's competitiveness and strategic capabilities to continue unchallenged. I think it is time to confront the hypocrisy head on. We should insist that if reservations destroy merit...so be it. We must say that we don't care. We must begin to say that we are ready to take the risk that merit may get destroyed due to reservations. In fact we must explicitly say that we want reservations to be implemented in full by relaxing standards, even if it destroys India's competitiveness. The reason for this is that I am certain that this belief is a hoax...a myth designed for a political purpose...just like the hindu law of karma. The facts are different. Dr. Ambedkar himself was a a third class graduate, who shone in later life due to preferential treatment in early life, despite his low marks. Secondly data showcased by UGC chairman, Prof. Sukhdeo Thorat shows that SC/ST students improve their academic performance as they stay longer in the academic system, while the reverse is true for the general category. Clearly then the data is in against the hypocritical slogans that merit will destroy India. More importantly it is a principle of democracy that representative institutions in social life are better than efficient institutions and hence reservations - the only direct tool to dismantle the structural impediments to making government, public and private sector insititutions really representative - needs to be weilded with full force and without guilt and without even an iota of concern for efficiency. Democracy does not force citizens to use sub- standard services and that freedom will protect the base quality of the our institutions. Market forces enforce true viability on these institutions and expose the false perceptions and prejudices against people who have got educated on reserved seats. Manuvadi fools who do not use the services of such people are free under democracy to seek costlier services from their kith-and-kin, who will need to get educated/trained at cost of non-state-supported capital to serve them. I am sure that dalits (and non-manuvadi non-dalits) will buy/sell products/services from dalits who have struggled through and qualified on merit through rigorous education and training programmes from top-tier institutions, even if they were admitted to those programmes with discounted merit. So I think we should loudly, clearly and consistently say that we don't care about reservations destroying the efficiency of government, public and private sector products and services. We should no longer accept that excuse for non-implementation of reservations, esp. in education, esp. at all leading institutions. If there are available dalit students, they should be admitted and given special coaching if required instead of being sent home. The seats should be filled. And as a community, those of us who graduate from these institutions and do well need to provide moral and financial support to helping more people like us to derive similar benefits WITHOUT GUILT. Getting angry with those who feel guilty due to the propaganda of the manuvadis is counter-productive. We need to engage and educate them and help them come out of their guilt and use the facilities and improve their lives like us. In India the glaring example of dispossession of tribal s from their habitat is the Indian forest act enacted by the British imperialiste in the nineteenth century snatched away the forests from Adivasis, which was their main source of livelihood, the right over which they had since millennia. Millions of Peasants workers and Adivasis fought against the British imperial order in the hope that they can regain their rights over the commons and the natural resources in independent In d ia and lead a dignified life with a total control over their means of livelihood. Unfortunately this turned out to be a sour dream , the newly independent post colonial state took the same path of plunder in the name of devlopment further displaing vulner a ble communities of dalits and Adivasis snatching their commons and means of livelihood. This path of neocolonial devlopment has displaced around 50 million people (Arundhati Roy - greater common good ) which is almost equal to the population of United kin g dom. These displacements occurred due to mega project like hydro power dams, factories, mines etc. These projects were mainly in the torritories inhabited by the Adivsis when they protested against displacement the state came down heavily against them and imprisoning the protesting Adivasis in large numbers. In early nineties when the Indian economy was opened up under neoliberal globalisation, there was a rush of multinational corporationsto plunder the resource rich tribal areas of India. The government o f India laid the red carpet for profit seeking multinational corporations bending all the protective laws to give away the resource rich tribal areas to these corporations for a song. This is yet another classical instance how the indigenous dalits of the land were targetted by the Brahministic law of caste and tradition. The people of the Valley have been struggling for 20 years against this injustice, and continue to struggle, organised as the Narmada Bachao Andolan (NBA). The life in the Valley continues despite severe hardships due to the rising waters. The traditional Holi celebration is an affirmation of their right to preserve their way of life whilst struggling against their unjust displacement. Dear friends, Here is a write up on Ambedkar and Dalit movement. i had quoted portions from your write ups too. This is to be published/posted only on or after 6th December 2005. Thanks Goldy M. George Salam Bhimrao! Goldy M. George Forty nine years back on 6 December 1956 Dr. Bhimrao Ramji Ambedkar attained 'Mahaparinirvan'. Born on 14th April 1891, in the military town Mhow, he was the fourteenth child of his parents. Parents from untouchable community viz. Mahar, his father was a retired army officer and headmaster in a military school, and his mother an illiterate woman. Since he was born in an untouchable caste, he was made to sit separate from other students in a corner of the classroom. Despite all kinds of humiliations, he passed his high school in 1908 with flying colours. This was such an exceptional achievement for an untouchable, that he was felicitated in a public meeting. Four years later he graduated in Political Science and Economics from Bombay University. After his graduation he went to the USA to study economics at the Columbia University with a scholarship form the Maharaja of Baroda. Bhimrao remained abroad from 1913 to 1917 and again from 1920 to 1923. In the meantime he had established himself as an eminent intellect. Columbia University had awarded him the PhD for his thesis, which was later published in a book form under the title "The Evolution of Provincial Finance in British India". But his first published article was "Castes in India - Their Mechanism, Genesis and Development". In 1920 he went to London where he got his Bar-at-Law at Gray's Inn for Law. During his sojourn in London from 1920 to 1923, he also completed his thesis titled "The Problem of the Rupee" for which he was awarded the degree of DSc. During the brief stay in India from 1917 to 1920 he first got a job as Military Secretary in Baroda Raja's office. Here he was ill treated again by the upper caste employees. Even drinking water was not given to him and files were kept at a distance from him. He couldnt continue in Baroda and later taught at Sydnom College in Bombay and also brought out Marathi weekly whose title was 'Mook Nayak' (meaning 'Dumb Hero'). He had to face similar experience of untouchability and dishonour even in Bombay. Ambedkars Movement While coming back to India in 1923, Ambedkar again experienced humiliation. The upper caste lawyers would not even have tea at his desk. But his greatest consolation was his clients, whom he treated with liberal mind. His reputation and fame among the Depressed Classes began to grow. He visualised and struggled for a casteless and equal India. By the time he returned to India, Bhimrao had equipped himself fully to wage war against the practice of untouchability. In 1924 he started the organisation 'Bahiskrit Hitakarini Sabha' (Outcastes Welfare Association), for the upliftment of the untouchables. Ambedkar adopted a two-pronged strategy. First, the eradication of illiteracy and economic uplift of the downtrodden and second, initiating non-violent struggle against visible symbols of casteism, like denial of entry into temples and drawing water from public wells and tanks. The problems of the downtrodden were centuries old and difficult to overcome. Their entry into temples was forbidden. They could not draw water from public wells and ponds. Their admission in schools was prohibited. Ambedkar won two major victories when the High Court of Bombay gave a verdict in favour of the untouchables. On 25th December 1927, he led the Mahad March at the Chowdar Tank at Colaba, near Bombay, to ensure the untouchables right to draw water from the public tank. The marchers were met with the brutality of caste Hindus. He then burnt copies of the 'Manusmriti' publicly terming it a document of discrimination with a number of his supporters. It was an act of great courage to do so in the den of violent Chitpawan Brahmins in Maharastra. The two struggles shook the religious foundation on which the caste system is built. This marked the beginning of the anti-caste and ant-priest movement in Maharastra. The temple entry movement launched by Dr. Ambedkar in 1930 at Kalaram temple, Nasik is another landmark in the struggle for human rights and social justice. He was fully convinced that nothing could emancipate the Dalits except through a complete destruction of the caste system. He continued his movement to attack the base of caste system in every possible way. In the meantime, the Simon Commission visited India and Dr. Ambedkar met the commission in Pune in which Ambedkar presented his position on depressed classes. He then followed it up during the round table conference after which Ramsay McDonald announced 'Communal Award' as a result of which several communities including the 'depressed classes' were

Dear Friends and Colleagues, Season Greetings! As you all know that Dalit Mukti Morcha had been fighting against caste oppression in Chhattisgarh for the past many years. As part of our struggle we had been seriously engaged in a process of fighting and exposing all forms of untouchability along with raising Dalit rights over land and other resources. Recently we had come across a similar issue, which is slightly different from the ones that we had dealt in the past. This is the case of a village named Bhokludih near Pithora block of Mahasamund district of Chhattisgarh. This case is specifically related with Dalit children. As you know that there is a scheme of midday meal being provided in every school, which is part of the right to food verdict of the Supreme Court. Discrimination in the distribution was observed after which we initiated a fact-finding investigation. Herewith I am enclosing the detailed factfinding report of it, along with the letter sent to State Human Rights CommissionChhattisgarh and the press release. It would be very nice if you could also write letters to the State Human Rights Commissions and marking a copy to us. The address to the commission is provided on the memorandum. In a press release issued from Mumbai on 18 July 2005, the leaders comprising Dr Joseph D'Souza (President, All India Christian Council), Admiral Vishnu Bhagwat, film producer Mahesh Bhatt, Dr Abraham Mathai (General Secretary, All India Christian Council), John Dayal (President, All India Catholic Union), Advocate Majeed Memon, Rt Rev Pradeep Kamble (Bishop of CNI), and Joseph Dias (Founder, Catholic Secular Forum) said, "If the Union Government failed to respond to this opportune moment to right the wrongs of this stain on the national conscience, it will only be construed as an indulgence on the part of the State in abetting the re-conversion of Dalit Christians to avail themselves of the benefits available to other categories of Dalits." The statement said, "Currently, it is common knowledge that Dalit Christians are compelled to denounce their faith in government documents for fear of missing out on benefits. This will indeed be a shame to the spirit of the Constitution, which guarantees equality of status to all devoid of subjective discrimination. The UPA Government stands in a moment of history, where it must not take lightly the destiny and emancipation of millions of Dalit Christians, who direly depend on it." Tracing the historic injustice meted out to Dalit Christians by the Presidential Order of 1950 which denied the community the status of Dalits - precluding them from their rights, concessions and benefits that Hindu, Buddhist and Sikh Dalits are entitled, the statement said efforts had been made to get the Order revoked for the last half a century. Though the Order vitiated the letter and spirit of the Sovereign Socialistic Secular Democratic Republican Constitution, no serious attempt by the State had been made to rectify this blatant discrimination against the Dalit Christians, despite innumerable representations, agitations, pleadings and campaigns. "Are we a nation that actively practises discrimination despite being categorically forbidden by the Constitution of India? We may claim our place in the books of history for having contributed to the eventual demise of apartheid, though sadly, it continues to thrive in our very own backyard. The ongoing discrimination towards those that have historically been socially and economically deprived merely because they follow a different religion is a blot on our secular and democratic credentials," the statement wondered. The statement said in the face of several Court judgments, State Government recommendations and those made by Commissions, including the Mandal Commission favouring reservations for Dalit Christians, one failed to understand the reasons for the continuation of injustice on the 19 million Dalit Christians. In fact in 1997 the Union Law Secretary in a reply to the United Nations Human Rights Commission had given an undertaking that the injustice to Dalit Christians would be rectified by giving them equal scheduled caste privileges, after taking necessary steps in Parliament. "The fact that the status quo continues speaks volumes for the powerful casteist stranglehold of the Indian polity and its controlling vested interests. In secular India with constitutional safeguards, guaranteeing equality and justice for all, one finds the State playing an active role in denying the vast majority of its exploited citizenry, the universally recognised basic freedom of religion," the statement said. Having come to the end of their tether and having suffered the glaring injustice for more than 50 years at the hands of successive governments, on behalf of the Dalit Christians, Franklin Caesar, a Dalit Christian and member of the All India Christian Council, along with the Centre for Public Interest Litigation filed a PIL in Supreme Court in 2004. This comes in the wake of the recent killing of an Adivasi youth Digambar Siddar on the night of 4th May 2005 by the security guards of Jindal industry. The incident took place in Saraipalli village adjoining the factory premises, which is an expansion project of the Jindal industry in Raigarh. Dalit Study Circle initiated a fact-finding investigation of the whole matter, which brought out the different dimensions of the issue. According to a press statement of Dalit Study Circle, the investigation report clearly indicates the involvement of the Jindal management in the incident as similar tactics had been evolved in the past also. The investigation pointed out that Jindal had adapted to a formula of "Khareed Lo, Hatta Do, Mitta Do, Phasaa Do" (Buy or remove or eliminate or entrap). Clear indications how the Jindals had succeeded in manipulating the administration and also flouting the law had been mentioned in the investigation. During the investigation the team met with the people of Saraipalli village, many social activists, police officials and others. After the incident people in Saripalli village are living under utter terror and fear that this incident is to teach a lesson to the ordinary people. Hence whoever will ever try to protest against the Jindals in future will face similar consequences is what the message is! The investigation team is also suspicious of the role of police and administration in the whole incident. It says that "in Raigarh people have got less faith in the police and administration, since they strongly feel that the Jindal runs it. Here is how Rajesh Tripathi puts it. There is no administration or police or even legal framework for the poor. All is perfectly reserved for the rich. Jindal is running a parallel government in Raigarh. Everything is bought and sold, just like a commodity in the market. For the administrative officials Raigarh is the pastureland in the whole of Chhattisgarh.". The investigation clearly points out how the Constitutional bodies like the gram sabha, panchayats had been turned defunct in Raigarh. People are compelled to accept their life as per the whims and wishes of the corporate empire. The present status of accepting whatever is going on is taken as a part of their fate. Killing of Adivasi youth is a clear violation of human rights. Further it violated Article 21, Article 39(a), (b), Article 46 of the Constitution. Such incidences are taken as model in order to force the people to move out of their land, this is a clear violation of UN Declaration on Forced Eviction. Violation of right over livelihood is a gross violation of human rights, the investigation says. Based on the investigation team#8217;s recommendations we demand the following Under the above-mentioned circumstances it is vital to initiate an impartial investigation into the whole incident of the killing of Digambar Siddar and indirect pressure tactics of Jindal company. All the cases of human rights violation should be seriously looked into since there are clear narrative chronologies of many incidences of similar nature in Raigarh in the past. All those behind the killing of Digambar Siddar including the overall management of Jindal as well as the tardy police and administrative officials should be brought under the clutches of law. Ensure security to the inhabitants of Saraipalli and also to all other villages in the vicinity affected by the Jindals as well as other industries in Raigarh. Proper direction should be given to the administration to ensure the safety and security of people living under utter terror and fear, particularly the villages in the surrounding areas of the plant. Failure in doing so will have severe impact. The state government should take precautionary measure of preventing such atrocious incidences on ordinary villagers, particularly weaker section in future since it is a constitutional right. Ensure the constitutional rights, human rights, political rights, educational and health rights of the people in Raigarh, which has been thrashed by the corporate houses. Role of Sankaracharya: Nazi leaders like the Sankaracharyas and many kings and rulers took pride in demolishing the Buddhist images aiming at the total eradication of the Buddhist culture. Today, their descendants destroyed the Babri Masjid and they have also published a list of mosques to be destroyed in the near future. It is with this sin of pride that they are condemning the deed on the part of the Afghans. The Hindu ruler, Pushyamitra Sunga, demolished 84,000 Budhist stupas which had been built by Ashoka the Great (Romila Thaper, Ashoka and Decline of Mouryas, London, 1961, p 200). It was followed by the smashing of the Buddhist centres in Magadha. Thousands of Budhist monks were mercilessly killed. King Jalaluka destroyed the Budhist viharas within his jurisdiction on the ground that the chanting of the hymns by the Buddhist devotees disturbed his sleep. (Kalhana, Rajatharangini, 1:40). In Kashmir, King Kinnara demolished thousands of Viharas and captured the Budhists villages to please the Brahmins. (Kalhana 1:80). Demon's role: A large number of Buddhist viharas were usurped by the Brahmins and converted into Hindu temples where the Untouchables were given no entrance. The Buddhist places were projected as the Hindu temples by writing puranas which were concocted myths or pseudo-history. The important temples found at Tirupati, Ahoble, Undavalli, Ellora, Bengal, Puri, Badrinath, Mathura, Ayodhya, Sringeri, Bodhgaya, Sarnath, Delhi, Nalanda, Gudiallam, Nagarjuna Konda, Srisailam and Sabarimala (Lord Ayyappa) in Kerala are some of the striking examples of the Brahmanic usurpation of the Buddhist centres. At Nagarjunakonda, the Adi Sankara played a demon's role in destroying the Buddhist statues and monuments. Longhurst who conducted excavations at Nagarjunakonda has recorded this in his book Memoirs of the Archaelogical Survey of India No: 54, The Budhist Antiquties of Nagarjunakonda (Delhi, 1938, p.6.). Non-Brahmins burnt alive: The ruthless manner in which all the buildings at Nagarjunakonda were destroyed is simply appalling and cannot represent the work of treasure-seekers because many of the pillars, statues and sculptures have been wantonly smashed to pieces. Local tradition relates that the Brahmin teacher Sankaracharya came to Nagarjunakonda with a host of followers and destroyed the Budhist monuments. The cultivated lands on which the ruined buildings stand was a religious grant made to Sankaracharya. In Kerala, Sankaracharya and his close associate Kumarila Bhatta, an avowed enemy of Budhism, organised a religious crusade against the Buddhists. We get a vivid description of the pleasure of Sankaracharya on seeing the people of non-Brahmanic faith being burnt to death from the book Sankara Digvijaya. Havoc played in Kerala: Kumarila instigated king Suddhavanan of Ujjaini to exterminate the Buddhists. From the Mirchakatika of Sudraka we learn that the king's brother-in-law in Ujjain persecuted the Budhist monks. They were treated as bullocks by passing a string through their noses and yoking them to carts. The Keralopathi documents refer to the extermination of Buddhism from Kerala by Kumarila. About the activities of Sankara, Swami Vivekananda observe: "And such was the heart of Sankara that he burnt to death lots of the Buddhist monks by defeating them in argument. What can you call such an action on Sankara's part except fanaticism." (Complete works of Swami Vivekananda, Vol.VII. p. 118, Calcutta, 1997). Kerala's Buddhist history: There are hundreds of places in Kerala having the names like palli either affixed or suffixed with them. Karungapalli, Karthikapalli, Pallickal, Pallippuram are some of the examples of these places. The term palli means a Budhist vihara. It should be noted that Kerala had 1,200 years of Buddhist tradition.Till recently schools in Kerala had been called as Ezhuthupalli or Pallikoodam. Our Christian and Muslim brothers use the term palli to denote their place of worship. The pallies were wantonly smashed by the Hindu Nazis under the leadership of Sankara and Kumarila. Dear all, This is a folder of Dalit Study Circle which was created a couple of years back. So this is part-III of the process. Warm Regards Goldy PART-III Dalit Study Circle Forum of Dalits against casteism, fascism, capitalism and patriarchy A New Beginning Bringing Dalit communities and organisations on to a common platform, with the wider vision that any quest for justice, equality and dignity is only possible with a genuine change in the socio-political fabrication, is the demand of the hour. By 2000 such discussions were going on in different parts of Chhattisgarh through individuals initiatives. In this process bringing together these initiatives to a larger fore was felt essential for various factors, which in fact gave birth to Dalit Study Circle. Today it is a platform of Dalit Organisations, community organisations, organisations working with Dalits, advocates, students and progressive individuals. This open forum is the first of its kind in the state. Guiding Principles Dalits have been facing the inhuman oppression for thousands of years, first under the varna and then under the caste system. This is the only community with the longest history of brutal sufferings imbibed by a system in the whole world being operative through socio-cultural and religious structures. Clutches of casteism is still gripping the society and new manifestations are coming up. For this reason the root cause of all problems in the country is Casteism. The current phase of politics has damned the Dalits with their strategic manipulation as pawns by the Brahministic, Hindutva, and Fascist forces. Through this, a reincarnation of Manuvada leading to the reaffirmation of caste system is what is happen in real. Unless Brahminism and Casteism is not removed from its very origin, the root problem of the country will not be solved. Akin to this is the question of Blacks as slaves in African, American, Europe, Burakumins in Japan, Maoris of New Zealand, Aborigines of Australia, Mulattos of Latin American Countries it is with the genocide against the indigenous people. In India it is the Dalits. Organising cultural workshops, kala melas, kala jathas, performance groups, etc. to spread the essence and values of Dalit art & culture. Documentation of issues related with Dalits and passing off the information within the community and outside. Initiation of inter-community dialogue among Dalits through organising meetings, seminars, consultations, conventions, etc. Building linkages with organisations/movements with similar ideology at all levels. Taking all possible action to ensure the rights of Dalits such mentioned in the Constitution, special rights and protection offered to Dalits, and other rights like SC/ST Atrocities Act, Land Revenue Code/s, Reservations, etc. To interfere in cases of human rights violation, and brutality against Dalits. Appeal for support By sending volunteers and supporting our initiatives. By extending your expertise on the issues and concerns of DSC. By responding to the appeals in support of Dalit human rights. Dear Shivam and other friends, Sorry for being away from active participation in the group for many days. I was in fact damn busy with some of the field activities and at large trying to organise a few things during the past one and half months. I would like to know if there is any possibility of carrying papers produced/published in Hindi. Since these day I have been actively involved in writing columns for a hindi newpaper, I wish if such papers could also be carried forward as a part of our group campaign. This is essential since many documents have already been produced in English and the hindi belt is berift of Dalit literature at large. Looking forward to hear from you all.
