Dalit woman gangraped TIMES NEWS NETWORK [ TUESDAY, SEPTEMBER20, 2005 03:06:08AM ] JEHANABAD : A Dalit labourer, identified as Sagun Manjhi, was killed and a married woman was gangraped by three gun-wielding upper caste youths at Ramapur Dalit Tola under the Karpi police station in Arwal district on Saturday. According to reports, criminals barged into the house of Navi Jaan Sapera, a snake-charmer, on Saturday night. They bodily lifted his 20-year-old married daughter and raped her by turns. Thereafter they attacked the house of Majnu Sapera and mercilessly beat up his wife. The miscreants fired on the villagers also. One of the shots hit 55-year-old Sagun Manjhi. Man murdered over inter-caste marriage? Staff Reporter HYDERABAD : A construction supervisor, who married outside his caste, was murdered allegedly by his wife's cousin and his associates at Hydernagar in Kukatpally. His decomposed body was recovered on Sunday. A native of Tamara village in Srikakulam district, Chinna Rao, 22, fell in love with G. Laxmi, 20, of the same area and married her five months ago against wishes of her parents. Fearing threat to his life from his wife's family members, Rao shifted to JK Colony in Sanathnagar and was working in an apartment building under construction. Laxmi reportedly went to her cousin Shankar's house in Saroornagar a month ago for tying a rakhi. On September 11, he and his friends — Mohan and Raju — took Rao out for a party. They consumed liquor at an isolated place and strangled him to death with a nylon wire. They removed the clothes on the body to mislead the police. Based on a complaint lodged by Laxmi, the Sanathnagar police booked a case of man missing. As the complainant pointed the needle of suspicion towards Shankar, they interrogated Shankar who confessed to the killing, saying he bore grudge against Rao for marrying his sister. Tension gripped the town of Bemetara and nearby Bhurki village after a group of about seven jats attacked a Dalit family Saturday evening and killed two people with sharp edged weapons and injured another. According to the senior superintendent of police of Durg district, Ramesh Sharma, the killings took place due to personal enmity but the incident snowballed into a caste conflict with some Dalits taking to the streets in protest. Sharma is camping in the village with around 300 police personnel. According to DSP C Rama Rao, the Dalits were attacked even as they were organising cultural festivals as part of Ganesh Navaratri celebrations. Manual removal of human excreta from the tracks or ‘‘manual scavenging cannot be totally eradicated’’. This is what the Railway ministry has informed the Ministry of Social Justice and Empowerment, adding that it’s not in a position to ‘‘fix a timeframe’’. According to an internal assessment of the Railway ministry, upgradation of platform tracks at the top 500 stations and controlled discharge toilets in 27 Rajdhanis—these toilets discharge excreta only when the train touches speeds above 30 km/hour, spreading the biodegradable waste along the track away from railway stations—will take another decade. As of now, only the Lucknow and Amritsar Shatabdis and the two Mumbai Rajdhanis run coaches with controlled-discharge toilets. The Railways have more than 8,000 stations. Of these, only 6 per cent or some 500 stations are currently earmarked for concrete platform tracks which allow a washable apron system—mechanical water jets—to remove human excreta. But here again, only 60 of the 500 stations figure in the short-term upgradation plan. There’s no saying when the case of the remaining 94 per cent stations will be considered. The annual allotment in the Railways budget under Passenger Amenities—a portion of which is spent on such upgradation—is just Rs 200 crore. 5 dalit youth kidnapped, 1 found dead DH News Service Lucknow While images of the violence in Gohana, where dozens of Dalit houses were set on fire is yet to fade from public memory, in Kanpur five Dalit youth were kidnapped on charges of stealing a bicycle. The body of one was found floating in the village pond. The incident has shocked and silenced the residents of Sabalpur Bithoor, a village where 90 per cent inhabitants are Dalits. Sources reveal that last week a bicycle went missing from Bhoopur station at Atte village. The cycle belonged to a village toughie Shiv Singh who assumed that it must have been stolen by someone from the Dalit village. Armed with lathis and accompanied by half a dozen supporters, Singh kidnapped Shyam, Kamal, Brajesh, Radhe and Rajan. Two days later 18 year old Shyam’s body was discovered in the village pond. There is no news of the others. SSP Kanpur Satish Mathur says that the police is looking into the matter. “We have filed an FIR against Shiv, Babool, Mukesh and Pinku. Though we have raided half a dozen places, we are yet to lay our hands on them. They will soon be found. The families say they have no news of the boys.” The assurance however has failed to bring any comfort to the parents of the missing boys. The terrified neighbours have been keeping night long vigils since the incident. The police picket has brought little relief. In yet another incident, Dalit residents of Nathu village in Berapur were beaten for disobeying the diktat to vote for upper caste members in the recently concluded pancyatai raj elections. The victims, who have since fled the village, complain that initially even the police was not willing to listen to them. Rajendra, who ended up with a broken arm and a bruised head speaks for everyone when he says that they do not have the courage to return. “Of what help with the police be? They were not even willing to lodge an FIR and asked us to compromise. No case has been registered in this connection. www.tribuneindia.com 050905 (Haryana) 45,000 cases of atrocities on Dalits in one year, says Suraj Bhan Tribune News Service Jalandhar , September 4 More than 45,000 cases of atrocities against Dalits and downtrodden have been registered in India , while the actual number of such incidents could be 1 lakh during the past one year alone. This was disclosed by Mr Suraj Bhan, Chairman of the National SC and ST Commission , who was here today to participate in a seminar organised by the Ambedkar Trust on the subject of reservation in privatisation. Mr Suraj Bhan, who was accompanied by Mr Vijay Sampla and Chaudhary Swarna Ram, the general secretary and vice-president of the state BJP told mediapersons after the seminar that though about 45,000 cases were registered in the country, but the number of those cases, which were either suppressed or went unnoticed, could easily go up to 1 lakh. He said though the maximum number of cases of atrocities against Dalits and downtrodden were reported from Andhra, Dalits and downtrodden of Punjab and Haryana were subjected to indifference of the bureaucracy and the police. Referring to the Gohana incident, Mr Suraj Bhan said the commission probe had established that 55 houses of Dalits were torched in the presence of the police, which did nothing except being a mute spectator to the horror show. He said the DC, the SP and intelligence agencies were aware in advance that a decision to torch houses had been taken by some people. said Mr Suraj Bhan. Speaking at the seminar at Ambedkar Bhavan, Mr Suraj Bhan said the menace of untouchability could not be eradicated until the country was freed from the caste-based system. The number of women increased from 95.3 lakhs in 1998 to 107.5 lakhs in 2003 and of the SC and ST from 58.0 lakhs and 16.9 lakhs to 66.3 lakhs and 23.1 lakhs. The number of physically handicapped persons seeking employment also rose from 4.2 lakhs to 6.6 lakhs. An age-wise analysis shows that approximately 71 per cent of the job-seekers are below 29. The percentage has gone up in the age group up to 29, while there has been a decline in higher age groups. This is in contrast to the trend witnessed up to 2002 when there was a gradual shift from lower age groups (20-29) to upper age groups (30 or above), indicating that people at younger age faced difficulty in seeking employment. People aged 60 and above were also in queue for jobs. Out of 59,000 elderly job seekers, 51,000 were from West Bengal . Title: Caste violence: 60 Dalit houses burnt down in Gohana Caste violence: 60 Dalit houses burnt down in Gohana NDTV Correspondent Wednesday, August 31, 2005 (Gohana): In one of the worst ever instances of caste violence in Haryana, upper caste villagers belonging to the Jat community in Gohana village near Sonepat burnt down 60 houses of Dalits today. The officials, however, say about 40 houses were burnt. The Jats attacked the Dalits as they apparently suspected a Dalit of murdering a Jat last Saturday. While the Dalits claim that a local BJP politician was involved, the party has denied any role in the caste violence. As a result of today's incident, tension prevails in many villages of the state. Fearing an attack after four men from the community were picked up by the police soon after the murder of a Jat, close to 2,000 Dalit families who live in Gohana had left their homes on Monday. Case of revenge The local police confirm that this is a case of revenge. But they only arrived in the village after the houses were set on fire 48 hours after the exodus. "Some people of the Balmiki Village had committed a murder of a man from a neighbouring village," said A K Roy, SSP, Sonipat. "We have rounded up about four people in the case had also been called. Their meeting was going on today. I was on the way with the DC. In the meantime some miscreants collected there. They were motivated and they burnt some houses of the village," he added. The Dalits in the area claim that the local BJP MP Kishan Singh Sangwan's son was involved in the attack. However, Sangwan has denied his son's involvement. Bhim Dom, 12, who lived in the Ara remand home had attempted to commit suicide by self-immolation allegedly to protest against sexual abuse by a remand home official. He died in the Patna Medical College and Hospital here on Wednesday after fighting for his life for three days with 60 percent burns. "Dom succumbed to serious burns injury," a police official said. They said he attempted to commit suicide on Sunday in the remand home's bathroom by pouring kerosene on himself to protest against regular sexual abuse and torture by some official of the home. A resident of Dumraon in Buxar district, Dom was lodged in the Ara remand home in Bhijpur district for nearly a month and a half on charges of petty theft. His parents had died few years ago. Before dying, Dom reportedly told the police that he was beaten and tortured for protesting against abuse by officials. He said the home officials had also threatened him. However, Bihar Police chief Ashish Ranjan Sinha said the accused would be punished if found guilty. Sinha said he has directed the district police to inquire into the matter and submit a report soon. Sources said there are 40 boys in the two-room remand home. www.newindpress.com 250805 Dalit family flees following police ‘atrocities’ Deepender Jhajjar , August 24: After allegedly being traumatised by the police, a Dalit family of Bahadurgarh was forced to flee from their house. The five-member family had reportedly taken refuge at some relative’s house in Delhi and admitted their injured old mother, who was severely beaten up by about seven -eight persons about a week ago, to a hospital today. Seventy-year-old Bhateri Devi was reportedly assaulted by the in-laws of her son, Ram Niwas, when she was alone in her house in Line Par Colony here on August 17. Her hand was fractured. When they approached the local police, the police reportedly also threatened them and pressured them for a compromise. The victim’s family alleged that the police was under influence from the opposite group. Ram Niwas said he along with his wife, brother, sister-in-law and parents was living in Line Par Colony and he was employed as an electrician in a factory owned by Kuldeep. Kuldeep reportedly developed illicit relations with his wife and used to visit the house frequently. Asirvadam , who had a cervical fracture, a swollen face and bruises all over, was in coma in the GovernmentGeneral Hospital , here, for over 10 days. "It is unfortunate that my boy, who would shy away from all trouble was beaten up like this for no fault of his," Asirvadam's father, G. Pakianathan, said. He is a head constable with the Central Reserve Police Force and was summoned from his post in the borders of Kashmir over phone in the dead of the night. When he managed to find his way down to Chennai, his son was already beyond help . "His neck was broken, eye injured badly and one ear torn," Pakianathan said, describing his son as he saw him then. Two other Dalits, Perumal and Elango, from the same village, were also beaten up and admitted to the GH, but have since recovered. Recounting the incidents of the July 25 night, they claimed the that caste Hindus of the village lay in wait for them and beat them up. A series of small skirmishes between the two groups led to the incident, they said. About 14 of the attackers were identified and named in the FIR. While cases were booked against the offenders under the IPC, it was only after the intervention of the Tamil Nadu Dalit Women's Movement cases were booked under the SC/ST Prevention of Atrocities Act and eight of them arrested. As a permanent solution to the problem, the Dalits of the village have demanded that they be constituted into a special panchayat unit. India Dalit youth beaten up, forced to walk on knees Rajesh Behera / Kendrapara A Dalit youth, Tapan Ghadei, was paraded on his knees in a village under Pattamundai Police Station in Kendrapada district, 35 km for here on Sunday. According to sources, Tapan, a resident of Balijhari village, was first brutally beaten up by four youths of nearby Dandi village. It is being alleged that he had pulled a girl's hand. Later they forced injured Tapan to parade on his knee in the village road. According to the victim, he had gone to clean his hand and leg in a nearby pond. While doing so, he slipped and to stop himself from slipping he caught hold of the girl's hand. But as ill-luck would have it, she also fell down after the youth pulled her hand. The girl was paying a visit to her relative village at Balijhar and was standing near the village pond. It is alleged that at this point the girl along with her friends assaulted him near the pond. Later, the girl, who is a native of Dandi village, brought the matter before her relative and her family members. Four youths of Dandi village allegedly assaulted him and later forced him to walk on his knee in the village road for misbehaving with the girl and pulling on girl's hand. On Monday, Tapan lodged an FIR in the Pattamundai police station, but no arrest has been made so far. The rebels also threatened to "completely destroy" the hamlet in case they disclosed the crime. The incident came to light only on Monday. About two-dozen Maoists, who came five days ago, raped females of ages between 22 and 35 years. Nine victims recounted the harrowing experience in front of a group of human rights activists and journalists who reached the village yesterday. "They (Maoists) told us to prepare food in the beginning," said Shyam Kumari (name changed), adding, "After they had eaten, they forcibly carried us inside the houses and perpetrated the heinous act in front of other family members." She was raped in front of her father and mother-in-law. The youth of the village had left the area long time back due to increasing Maoist activities and only children, women and the elderly remain in the village now. There are about 25 dalit families in the village, in the north of the Koshi River bank. Locals are terrified after the incident. "If they know that we told you about the incident, they will come and kill us," said one of the victims, sobbing. After word spread about the heinous act, the Maoist leadership of the area came to the victims and "apologized". "They prostrated themselves at the victims' feet begging forgiveness and also pledged to take action against those involved," said 65-year-old Gopali Khang, father-in-law of a victim. Title: Building on unity: Dalit colony seeks acceptance Insulted Dalit youth sets up his own hotel Monday August 22 2005 12:36 IST BIDAR: Mohan Keladoddi is a simple young man but he had the gumption to stand up for his rights. Born a dalit in the backward Bakachoudi vilalge in Bidar district, he was insulted by a hotelier, who abused him for refusing to wash the cup from which he had had tea. That was the ‘custom’ in the villages. Dalits had to drink from cups kept in fourangis, iron buckets hung outside the hotels. After using the cup they had to wash it and put it back in place. Three years ago, Mohan and his friends were asked to wash their cups. When they protested against the discrimination, a heated argument followed. That was when Mohan decided to start his own hotel, where he would not discriminate between people. On Friday Mohan Keladoddi is doing well in his roadside coffee shop. But the treatment meted to dalits by the ‘elite’ community has made him and his friends ban the ‘superior’ community instead. They refuse to step into the lanes where people of the upper community reside. ‘‘We do not want to discriminate, but are forced to take such a stand because they do not realise that we are also educated and informed. Why should we take the insult any more?’’ he asks. The village has a population of around 1600, but it has been difficult to eradicate untouchability. ‘‘Our forefathers converted to Christianity to escape from the discrimination, but our circumstances have not changed. There is no change at all,’’ says Charles Shamanna. In villages like Ekalar, Tulajachur, Chintaki, Karanji (K) and Allapur untouchability is still rampant. Dalits are not allowed to enter temples or use water from the same well. Jambagi, a Dalit colony in Bidar, has no electricity and is in the dark. In Enakur village, Bhalki taluk, dalits are ridiculed with the nickname government swamijis. Forcing a dalit to wear footwear garland, calling them by their caste name are all usual occurrences. Lodging complaints against those who insult dalits has not yielded any results. More than 100 instances of atrocities against dalits and fatal assault on 7 dalits have not been registered in police stations. Mohan Keladoddi has shown one way of fighting the indignity in his own novel way. But as contemporary reality refuses to accept the community, Dalit officers in the capital have decided to help themselves as far as homes are concerned. Gaurav Apartments in East Delhi's Patparganj area were built by a group of Scheduled caste and Scheduled tribe officers who felt they needed a colony for Dalit officers. "People used to live in the scheduled caste colony in Karol Bagh earlier, but now some have moved here," said Nakse Lal, President, Gaurav Apartments. But getting the finances together was especially tough. Many had to leave because they could not get the money together, which led the founders of the colony to think of inviting some upper caste officers to join. "We were short of funds so we asked upper caste officers to join us saying we will keep you with respect. But when people realised that the name of the colony was SC/ST, they left," said a resident. Gathering dust The construction of the apartments began in 1979 and was finally completed in 1996. It took 17 long years and those who live here believe the name of the colony, SC/ST was what led to the incredible delay. Other buildings in the same area for instance were completed in half the time. Flat owners say that their files would lie in government departments for years gathering dust without being cleared. Finally they gave up the fight and decided to call the society Gaurav apartments, which is devoid of all caste connotations. The benefit was almost immediate as 25 non SC/ST families agreed to become members. But even today the minute a property dealer points out that a majority of the flats are owned by SC/STs there is a fall in prices. "Even today if there is someone interested in this colony and enquires with a property dealer, he is told that this is a scheduled caste colony," said a resident. Harsh reality It is perhaps a sad reflection of modern India where a large chunk of its population still struggles to be accepted simply because they were not born with the acceptable name. This is not just a story of dalits building a housing society but that of their aspiration to become part of the middle class. In the last 50 years an estimated 2.5 crore dalits all over the country have gained from reservations in government jobs. This is the section that has the money and the clo
