I don't know what HighSpeedRails is or how they compare in price, but Webfaction isn't expensive and I have a mid-to-high traffic Zope site on one of their servers. I moved to rackspace.com. They are very inexpensive (for a small cloud server) and the support has been top notch. I was setup and running very quickly.
