Well, since it's on Warp records I would say that Warp licensed it or gave
it to a rep for them to license the track.
LFO has the right to refuse it's use in certain advertisements but it seems
they haven't so you might as well blame LFO for it.

You, too, can be a 'Freak' cruising your illegal gas-guzzling tax writeoff
down our side streets!  Whoever licensed this cut to GM should be locked in
a small room and forced to listen to the *other* LFO for the remainder of
eternity.
