I suppose, it can be removed in safe mode. Many times, such problems occur
with me. In such cases, my engineer removes from safe mode.

You won't be able to delete the folder untinl you stop the exe file of
that program running.
You can stop the program by going to task manager and selecting the
processes page in the multi-paged dialogue box.
There you will have to select the exe file of that program and activate
the end task
No actually you can do the system restore yourself and you just need
to familiarize yourself with the navigational system. It almost works
like a regular web page. But remember though: if your system restore
check box has been disabled under my computer icon, then you will not
be able to perform

Repair option would not normally remove contents from that folder. A good
advise is to first take a backup.
