If Images are scanned with a regular scanner, there is an option of OCR.
How to use it?
You said you are using KNFB which does conversion of Image pdfs into
text. when you scan one page, it will be one image initially which can
be converted to text using "Optical character reader" OCR technology
available in all screen readers including KNFB, Jaws, NVDA and all
scanning softwares
