Amazon Blink cameras which are unfortunately not officially launched in India
allow Voiceover description of the video in their iOS apps. Because of this to
some extent even blind persons can monitor the feed of their CCTV cameras. I

One reasonable option is smart home cameras of MI which is not a CCTV setup but
a mountable camera with 360 degree rotation and motion detection etc.
