Could someone explain to me why blind students should be 20 grace marks to
pass a University Exam? Cannot 20 marks be got by studying?

It will be obtained by giving examination,but,the 20 Grace marks will be save
one valuable academic year of Visually Impaired as the normal students get
Grace marks of 1% of the total aggregate marks for passing their university
examinations in all universities of India.

Thanks for raising this question.
Firstly the question of grace marks for any student is debatable - and then
whether it should be same for those with learning disabilities and those
with visual impairments.
For any student, loosing academic year is not traumatic experience. I
