I'm just been informed by Scenior Council Delhi High Court/Supreme Court-Mr SK Rungta, General Secretary National Federation of the Blind (NFB) that Memorandum of Understanding (MOU) has been signed between The University Grants Commission (UGC) and Canara Bank for speedy dispersal of RGNF to all persons with disabilities awardees for 2012-2013 which were announced in July 2013. Rs 15 Crores has been earmarked to be dispersed in the first phaise You can inquire more with UGC office.
