When there are VI candidates, necessary devices has to be made available. I
don't think it is candidates job to take the device along. Sighted candidates
do not carry papers with them.
When computer is being used, screen reader (NVDA absolutely works!) has to made
available.

This is very serious case and need to be taken up ..
1.Lots of goverment undertaking companies don't take VI ...
2. If any special drive is there then they place a exam format as like that
VI can't pass.
Ex.steno shorthand test on notepad and they on Computer .Instead

There is no need for any concession here. Only difference is people with VI use
Braille shorthand machine.
