dear friends Ministry of Social Justice & Empowerment had, through its OM dated 30.4.2010, constituted a Committee under the chairpersonship of Dr. Sudha Kaul, Vice Chairperson, Indian Institute of Cerebral Palsy, Kolkata, to draft a new legislation for persons with disabilities, replacing the present Persons with Disabilities (Equal Protection of Rights and Full Participation) Act, 1995. The above Committee submitted its Report including a draft bill called the Rights of Persons with Disabilities Bill, 2011 and a note on its financial implications to the Ministry on 30.6.2011. It is available at http://www.socialjustice.nic.in/pwd2011.php Comments, if any on the above draft Bill may be sent at:- Email: comments-rpwdbill2...@thenationaltrust.in you may please see the comments given below and also give yours also. let we discuss 1) There is a provision of unemployment allowance or old age pension to such persons this should be included without any ceilings of family income as in certain cases such persons have no share in their family income to meet their expenses they are only on mercy of their family members. it does not means to criticise all the family members but even one member can make a problem.(64/6D) 2) There is a provision of free treatment of such persons belonging to family of below poverty line. This facility should give to such persons without any ceiling of income.(sec 64/4 page 63) 3) Another provision can be added that the families who have more than one person with disability will enjoy the benefit given to BPLs family. This is seen that a lady with any disability faced much problem on the time of marriage. This will encourage marrying with a person with disability. 4) there is a provision for loan to such persons. there is already a financial commission which provides loan to such persons but in my knowledge it gives only 25 to 50 thousand for self employment. in this time every one is well qualified some also have technical degrees, diplomas if such person goes to bank he oftenly referred nhfc and in nhfc he will be replied that only 50 thousand is available. after getting degrees he will able to push some thelas or tricycle for mobile pco. kindly improve the thoughts and give him a chance to establish a unit in which he may able to produce some employments for his brothers & sisters who are also with disability like him.
