That's usually the standard speed limit for 3G and it actually never
reaches the specified maximum speed. Also, one has to see the speed
limit as more subscribers are added. Perhaps you should also check the
speed during the peek hours and at least in Tamilnadu evenings/nights
are slower than morni

You certainly won't get the speed of 21mbps, as the given hardware like
dongle, built-in tethering modem into the handset or the ethernet card still
need to come upto HSUPA+ standards. Furthermore, all the handsets to date
