examination will be held on 16 Jan 2011 and 13 Feb 2011.

Hi Bharti,
Just a correction. You need someone who has not completed his/her 12th.
And who has not scored more than 60% in his academics.
My advice to you would be to go to 11th and 12th classes in colleges
and ask for students who have not scored more than 60% in their tenth
class.
