Of course, NVDA will ideally not speak punctuations/symbols set to All
when at Most.
To resolve your issue straightforwardly:
Go to NVDA menu > Preferences submenu > Punctuation/Symbol
Pronunciation... and in the dialog that opens, type the quotation
mark, and NVDA will directly jumpt to the qu

Thanks for the instructive responses. However, as I mentioned in my
introductory mail, I have tried changing the punctuation level in
voice settings as well as the particular punctuation level of
quotation marks in the punctuations and symbols menu.

level as most. it will read all the quotations and single inverted
kaamas as well.if you keep some, it won't say quotations , when it
reads it. myself i am using it. works perfectly well!
