Why even after fifty years such radar has not been comercially launched?

Pasting below a news item that appeared 50 years ago that is
reproduced in today's The Hindu.

12th sept 1962
Radar device for the blind

Engineers of the Lockheed Missiles and Space Company in California
have invented a device which would permit a blind person to detect any
obstacle in front
of him, an "individual radar" device. Supersonic vibrations emitted by
the device, monitor any echo created by obstacles in the way of the
sound waves.
The device is not yet developed to be commercialised.
