Scheme for the physically challenged

THIRUVANANTHAPURAM: The State government has notified a Central scheme seeking 
to provide incentives to the private sector units that provide employment
to physically challenged persons. 

The Central scheme, announced in April this year, envisages creation of 
one-lakh jobs per annum under the scheme, with a total outlay of Rs.1,800 crore
for the Eleventh Five Year Plan. The scheme is yet to take off in a big way 
owing to the lack of awareness about the incentives given under the scheme.

According to official sources, the scheme would be applicable to physically 
challenged employees covered under the Persons with Disabilities (Equal 
Opportunities,
Protection of Rights and Full participation) Act 1995 and the National Trust 
for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and
Multiple Disabilities Act, 1999, and working in the private sector on enrolment 
in the Employees Provident Fund and Employees State Insurance under the
EPF and Miscellaneous Provisions Act, 1952. The scheme would be available for 
employees with disability appointed on or after April 1, 2008, and earning
a monthly wage up to Rs.25,000. 

Under the scheme, the Centre will directly provide the employer's contribution 
to the Provident Fund scheme of the employee for a period of three years.
The Centre has already amended the relevant provisions of the Employees 
Provident Fund Scheme and the Employees Pension Scheme and the Employees State
Insurance Act, 1948. The Employees Provident Fund Organisation and the 
Employees State Insurance Corporation have been given Rs.5 crore each, made 
available
by the Union Ministry of Social Justice and Empowerment by way of advance. The 
amounts would be used to reimburse individual claims received from employers.


The Centre, while urging States to ensure the implementation of the scheme in 
their respective domains, has also set up a high-level monitoring .
