Telecom Regulatory Authority of India (TRAI) has on 4 April 2016
issued a pre-consultation paper on Set Top Box interoperability.  The
paper is available here:

While the objective is to identify the key technical and commercial
issues, challenges and concerns being faced by the industry in
interoperability, but this is a perfect opportunity for us as a sector
to pitch for allowing us to use the Set Top Boxes which are accessible
irrespective of their manufacturing country, and in the framework we
can have an enabling provision that service providers should not deny
their smart cards to be used in such Set Top Boxes given that Indian
providers are not willing to make it accessible at the moment.

Can I request all important stakeholders within the sector to:

1. Fix up a meeting with concerned person mentioned in the
consultation paper (applicable to Delhi);

2. Share your inputs on how the draft provision should be proposed to TRAI?

3. Share international experience on (i) availability of accessible
Set Top Boxes and (ii) any example where a country not having a legal
obligation to make its Set Top Boxes accessible has allowed blind
subscribers to use international Set Top Boxes. In case of the latter,
it will be helpful to know service provider of the broadcasting
content, so that we can reach out to them in understanding the kind of
technical modifications which can be proposed in this framework.
