It only says that, qualification of the scribe
well the concern is genuine here.
the minimum qualification for the UPSC exams is graduation.
then, would the candidate need to take a scribe who has not done
his/her graduation?

the scribe shouldn't be more educated than the post qualification.
if your scribe is unable to write your exam than UPSC will provide
it's own scribe.
submit the scribe details along with your form.
