I don't think there's a software to measure the consemption of a particular
program. But I've seen a few to let you know the total amount used. like DU
meter for an example.

Not sure about video, but voice is about 20 mb per hour upload and
download. 20 up and 20 down, it will be a little less than this, but not
more.
