can someone provide the crux of the judgement. as it has been recently
seen the merging psbs have initiated promotion process .and I was told
,pwd reservation is provided only upto scale 1and not further . so is
it tru? like SC ,ST,OBC are we entitled for reservation in promotion
beyond scale 1?.

My understanding in respect of the matter under discussion is as follows:
